Maybe because people post more frequently from their mobiles etc and are less likely to use smilies.

If you go on the drop down smilies menu, then scroll to the bottom, you'll see a "show all smilies" prompt. They're all there.

There's been a reduction in smilies since WP became a mod. Coincidence? I don't think so, given that he was elected on a 'stop the fun' ticket! :-)
