I don't think so. That is I don't think money spent on the academy would count towards losses for SCR/PSR purposes. The owners can directly spend as much as they want there and don't need any shenanigans.

Sorry mate, im not saying it counts towards PSR etc............. Just that the whole lot is built on corruption and cheating success.

I've been thinking about it and I think a 40 point deduction for five years plus a fine equal to their cheating (800 million plus) should be the punishment, plus a ban on individual guilty parties from having anything to do with the EPL (which should, in effect, force a sale). That's a slightly higher offence amount to point deduction ratio than Everton. At a minimum they have to be fined what they cheated.

The players will just move on to other clubs. The supporters get shafted as usual. Fine the money people enough wonga to build a prison and put them in it.

A points deduction needs to be as strong as the precedent for say Everton, multiplied by the counts.
A fine equal or greater to the amount that was fraudulently circulated to their club’s benefit (north of 1B).
5 year ban from all competition and then restart at the bottom of the pyramid. Clubs trajectories are measured in centuries.
If the punishment does not mirror the length, and strength, of the period of success, it won’t matter and City and other clubs will continue to break the rules when they do the risk analysis.
Simply put, the punishment has to be so severe that it discourages the crime.

Murdering someone doesn't give you a Sporting Advantage though.

But the fine means nothing if you have a bottomless pit of money. There has to be sporting sanctions otherwise Newcastle will be at it immediately.

There are plenty who are comparing it to Ferguson at United and spending loads of money and then saying 'if the rules were in place then United wouldn't have been able to do it'.

How about a 300 point fine, starting now.
So they're on -285, the rest of the points they make this season still count. Say for example they finish on -220 points.
Relegated, but when they get promoted they start on -220 points and so on.

I think this but the negative points they have should continue until they've cleared them. So relegated this season and start on -220 next season in the Championship and if they manage to get 100 points they finish on -120 and start on that in league 1 the following season and so on. Just keep going until they've cleared the balance. That way no lower league teams have their potential space taken by City and the punishment is in line with the points deductions that both Everton and Notts Forest were given. Leicester's was a bit harsher but they created that for themselves by being dicks, so you could apply the same logic to City and give them even more than -300.

Cant do that as EPL and FL are separate. But means they get punished a lot and basically wont be able to get into europe for 7-8 years about their length of wrong doings....

Sporting sanctions doesn’t appear to stop this happening. Punishing the people responsible might. Strip personal assets, band directorships and chain them naked to the goalposts before every game while the opponents warm up.

Massive fine, which must come out of the club not an oil well. Cripple them financially for years. Relegation to L2 and remove all trophies. The fine must include every penny including false income and legitimate income they would not have received.

It is hard to see how Man City can compete in the PL this season. They are a lame duck now. Fortunately they have won all of their games so far so you could remove them entirely without affecting the points of other clubs but obviously this is not going to happen immediately. Any punishment is going to resonate somewhere in our professional pyramid and there will be winners and losers. If they continue to compete with inevitable relegation hanging over them then what is their motivation to compete week in week out? The temptation might be to pick and choose when they try in games to disrupt the integrity of the PL and scupper their rivals. Maybe they field their reserves and just play their first team in the Champions League. It is a horrible mess.
I have no sympathy for the club but I do think at least one other club that has been distorting the market for the last 25 years has got off very lightly. Also fans of clubs that sold their stadiums and their women's teams to themselves cannot really take the moral high ground.
I repeat, what a mess.

They found loopholes and exploited it, although morally wrong completely within the rules at the time.

City went out of their way to deliberately conceal to allow them to knowingly break the rules.

I was thinking the same, but it wouldn’t expel them from the Prem as they would get the 3 points by default for every game. It would though be the most hollow title ever & might shame them into pissing off.

Not literally I agree. But they would be utterly humiliated and discredited. They would find themselves under huge public pressure not least from their own fans. Before long the club would be begging to be relegated and fined just to get the torture over with. Noone however cynical and corrupt can stand that sort of odium. It would also force the hand of the panel determining the sanctions.

The fact that clubs, players and supporters still have the stomach to share a pitch with them tells me that to quite a large extent the "outrage" is performative.

It should be a massive points deduction this season that essentially means relegation- so 70 points.
And a 50 point deduction for each of next 2 seasons that they are in premier league ( so no champions league qualification but not guaranteed relegation).
Cover massive legal costs.
Stripped of titles and cups - not handed to runners up.
Massive fine (250m)
Transfer embargo for next 5 windows.

Took Rangers 4 years to get back into the SPL - I’d hope for a similar “Journey” back up the football leagues, alongside a huge fine and the owners having to exit in an orderly (whatever that means given the backdrop) fashion.

A possible problem with relegation is that the story then becomes the club’s fight back to the top, wheres what’s needed is complete humiliation for the top brass but leave the fans with something to cling to. So I propose a wholesale swap with FC United of Manchester—ground, players, staff, season-tickets, bank accounts, trophies, the lot. FCU get the Etihad and whichever players they want, and the rump of Man City gets Broadhurst Park and the joy of polishing the North West Counties Football League Cup.

But imagine we were still in the championship - would you back the inclusion of a side who would completely eschew the competitiveness of the league and absorb all the noise that will surround them for potentially years?

Hopefully the punishment will mean Man City take a few years to get back to the Championship. Given what's happened, the Northern Premier League is almost too good for them..... Will take a few years to get back from there. To be fair, I think they would and the journey would be quite something but we are talking years and that, to me, would be deserved.

Given what's happened, the Northern Premier League is almost too good for them..... Will take a few years to get back from there.
A bit further down. I make Northern Counties, NW Division 1 is about step 8. Needs to be done now though, they must be a good dozen games behind their new rivals.
The PL should be able to untangle 5 games and get going again.
Pounds, points and/or other penalties can follow on after.

as things currently stand, none of their opponents are denied any points (this season) by expunging their results...stop faffing around PL

I’d like to see Pep arrested and charged with fraud, the Etihad reverted all the way back to the city of Manchester stadium including the running track, Mark Hughes forced back into management and assisted by psycho, Haaland loaned out to every football league team one game at a time, so everyone can share.

They can also only be sponsored by Thomas Cook Airlines and only they can provide sponsorship money, despite being defunct since 2019…. It’s them or no one.

Stephen Ireland comes out of immediate retirement and straight into the starting 11 in whichever league they’re now in, which is decided by pulling a name out of the hat, there’s roughly about 20 levels to English football so could be any of them, including the premier league still but as much chance as the Dr Martens junior division 4 Northern bastard conference league…

They’re now only allowed to play covers of Oasis songs over the Tannoy at the city of Manchester stadium, not the real thing and Noel and Liam are banned from the ground. Social media is to only be ran from legacy apps such as MySpace and podcasts, new signing announcements will be available on Limewire only.

Finally, the new owners can only be from the area of origin of the original Manchester City. So no more foreign investment, only the good people of Moss Side in Manchester are allowed to buy the club, and they will only be allowed to use the old Maine Road site for training… which I believe is now covered in housing.

Forcing them to start again at the lowest tier would almost certainly precipitate an ownership crisis and quite likely put them into administration. Pity the creditors! And it raises the prospect of a successful appeal on the grounds of disproportionally. Being accepted at an intermediate level messes with promotion and relegation places and will create difficulties.

2 The owners failing the "fit and proper person's" test. The UAE is a valued Gulf ally and trading partner and if you think our government will willingly accept such a drastic diplomatic disaster then you're in Dreamland. In theory it is down to the PL to decide such things but we can be sure that overwhelming pressure will be exerted.

What will happen:

1 A big points deduction sufficient to guarantee relegation this season. Probably around seventy points. Then the club becomes the EFLs problem and the PL can breathe a big sigh of relief.

2 A big fine. In the hundreds of millions.

3 A transfer embargo (on buying not selling). Two windows (ie for as long as City are under PL jurisdiction). I don't think they can be embargoed by the PL if they're in the Championship but I might be wrong? A further provisional embargo for future years if they get promoted back to the PL.

4 Senior officials will face scrutiny from the police and HMRC regarding tax fraud and falsifying accounts.

5 Other clubs such as Liverpool, United and stoke may seek compensation for consequential losses. These will probably be settled out of court but will run into hundreds of millions.

6 The owners will eventually (after the dust has settled) look to sell. City will regain their PL status after one or two seasons but will not challenge again at the elite level for some time.

If they did kick them out (I doubt they will), surely it's not their problem? It's up to Man C to persuade the Northern Premier or whoever to allow them to join.
